He was predeceased by: his parents, Wilbur Hill Kemp, Sr. and Janice Thomaston Wagner. He is survived by: his son Billy C. Kemp, II; his siblings, Michael Ussery (Collette), Wilbur Kemp, Jr. (Angela), Joseph Kemp (Candi) and Angela Milam; his grandchildren, McKenzie and Baylea; and his siblings' children, Chelsea, Kerstine, Harley, Shane, Shawn, Vince, Matthew, Wade and Dustin.
