He was predeceased by: his parents, Jessie Fulmer and Nezzie Fulmer; his children, William Billy Fulmer, Kenneth Fulmer, Jr. and Vickie Kersey; and his siblings, Junior Fulmer, Albert Fulmer, Wesley Fulmer and Dorothy Hutto.
He is survived by: his wife Betty Jane Fulmer of Metter; his daughters, Linda Sowell Woods (William), Joann Deal (Henderson), Sandra Kay Samples (Blaine) and Wanda Jean Fulmer; and his siblings, Dennis Fulmer (Dorothy), Marie Goodman, Minnie Goodman (Ray) and Evelyn Thompson. He is also survived by nineteen grandchildren; and several great-grandchildren, and nieces and nephews.
