He was predeceased by: his parents, Clarence Ezra Rowell and Bessie Phillips Rowell; his former wife Charlotte Rife Rowell; and his stepson Charles Wheeler McDowell III. He is survived by: his wife Diane Smith Rowell; his son Michael Lee Rowell (Judy); his grandchildren, John Phillips Rowell and Lauren Lee Rowell; his stepchildren, Michael Stephen McDowell (Elaine) and Cynthia McDowell Dillon (Keith); and his daughter-in-law Corrie Johnson McDowell.
A memorial service will be held on Sunday, October 18th 2026 at 3:00 PM at the A. S. Turner & Sons (2773 N Decatur Rd, Decatur, GA 30033). A reception will be held on Sunday, October 18th 2026 from 4:00 PM to 5:00 PM at the A. S. Turner & Sons Funeral Home & Crematory (2773 N Decatur Rd, Decatur, GA 30033).
In lieu of flowers, the family requests that donations be made to Monroe First Methodist Church in Monroe, Georgia, or to a charity of the donor's choice.
