He was predeceased by: his parents, Lee Strickland and Agnes Strickland; his wife Mary Strickland; his grandson Jared Goff; and his brother Billy Strickland.
He is survived by: his children, William Russell Owens, Jr. of Quitman, Karen Wheeler (William H.) of Quitman, Elizabeth Owens of Moultrie and Christopher Owens of Quitman; and his grandchildren, Brantley Wheeler of Valdosta, Jack Wheeler (Gloria) of Valdosta, Ashley Owens of Quitman and Trent Owens of Quitman.
