He was predeceased by: his parents, Edna Lorraine (Powell) and Howard Eldon Windsor. He is survived by: his wife Sally Ann Windsor (Carter); his children, Bill Windsor Jr., David Windsor (Cindy) and Cathy Jones (Scott); his sister Dawn Moore (Rob); his grandchildren, Megan Windsor, Wil Windsor, Jessica McCurdy (Ken), Jacob Windsor (Alyson), Macey Lanham (Garyson), Grahm Jones and Bridgette Jones; Jeanne Windsor, Kellis Veach and Mathew Cooper. He is also survived by five great-grandsons; and many nieces and nephews.
