He was predeceased by: his parents, Herschel Powell and Annie Bell Powell; his wife Helen Quishenbery; and his siblings, Wayne Powell, Margaret Cleo Mincey and David Powell.
He is survived by: his children, William Charles Powell, Jr. (Patricia), Donna Marie Griffin (Raymond) and Teddy Lee Powell (Linda). He is also survived by grandchildren, great grandchildren, nieces and nephews.
In lieu of flowers, remembrances may be made to the Shriners Hospitals for Children.
