He was predeceased by: his parents, Cora Carter and Virgil Carter; his wife Elma Brooks Carter; and his sisters, Emogene Johnson and Agnes Francis.

He is survived by: his siblings, Terry Carter (Linda) and Delores Kelly; his extended family, James "Jimmy", Adelma Johnson, Scott Brooks, Matthew Brooks, Beth Brooks Miller, Amy Stephenson Kauffman and Todd Stephenson; and his caregiver Justin Anderson. He is also survived by many nieces, nephews, extended family members, dear friends.

In lieu of flowers, donations can be made to Heart of Hospice or the charity closest to your heart.

“Corri and I were fortunate enough to be on a trip in Colorado with my siblings and their spouses, Beth (Mike) and Matt (Kelly). We were able to spend quality time reminiscing about all of the fond memories with uncle Hal. He was always quick to talk about his love and affection for the Brooks family. And it showed whenever we were together at family gatherings. We will miss you greatly!!!”
