He was predeceased by: his wife Mary Rowe Mulligan; and his siblings, George W. Mulligan, Rose Elliott and Lacy Mulligan. He is survived by: his children, Michael Mulligan (Tiffany) of Valdosta, GA and Georgia Mulligan Kelley of Valdosta, GA; his sister-in-law Carolyn Mulligan of Valdosta; his grandchildren, Joshua Legette, Reece Jackson Mulligan, Kalyne Thedford (Ricky Shane) and Lindsay Parnell (Seth); and his great grandchildren, Dawson Parnell, Whitley Thedford, Bentley Legette, Jocelyn Legette, Kari Legette and Ella Smith. He is also survived by numerous nieces, nephews.
Visitation will be held on Wednesday, October 8th 2025 from 3:00 PM to 4:00 PM at the Chapel of Music Funeral Services - Valdosta (3831 N Valdosta Rd, Valdosta, GA 31602). A memorial service will be held on Wednesday, October 8th 2025 at 4:00 PM at the same location.
