He was predeceased by: his parents, James Tillman and Eloise "Bill" Collins Carter; his significant other Diane McBride; his brothers, James (Janie Carter) and Carl (Betty Carter); the mother of his children Diane McBride Carter; his siblings-in-law, Sam Cowan and Diane Carter; and his son-in-law Steve Haun.

He is survived by: his wife Eve Purcell of Waycross; his children, Cathy Carter (Sheri Haun), Marcia Craven (Doug Carter), Levi Carter (Logan Carter) and Pam Crews (Brad Purcell); his grandchildren, Brittany Inman (Jamie), Reyn Haun, Kaiti Miller (Jonathan), Ralea Watkins (Liam), Bryson Carter, Wyatt Carter, Libby Carter, Ellen Carter, Ann Carter, Berckman Carter, Brady Carter (Emily), Jayden Crews, Coleman Purcell (Meghan), Kirkland Purcell and Bentley Carter; his great grandchildren, Elliot Inman and Brantley Paul Carter; and his siblings, Wilda Beecher, Juema Cowan, Linda Pauloo, Errol Carter, Don Carter (Darlene) and Lamar Carter (Nellie). He is also survived by numerous nieces, nephews.
