He was predeceased by: his mother Ruby Hall; and his siblings, Carl Starks, Darrel Starks and Della Morris. He is survived by: his wife Wilma; his daughters, Kristy Merschman (Roger) and Cheryl Phillips (Greg); his grandchildren, Alexandria Greim (Nate), Keaton Merschman, Clarissa Merschman, Justin Phillips (Callie) and Bret Phillips (Megan); his great grandchildren, Cooper Greim, Afton Phillips and Zoe Phillips; and his siblings, Nancy Stallings (Kenny), Bill Starks and Randy Starks. He is also survived by nieces, nephews.
In lieu of flowers, memorial contributions may be made to the Altoona Police and Fire Departments in loving memory of Bob.
