He was predeceased by: his parents, Mack Willis and Iona Elaine Carter (Derner); his wife Kathy Flynn-Carter; his brother Dennis Carter; and his stepson Timothy Thalacker.
He is survived by: his wife Marilyn Carter; his sons, Jefferson Carter (Amanda) and Bradley Carter (Anisha); his stepsons, Matthew Flynn (Sara), Brian Flynn (Cara), Jason Flynn (Sarah) and David Thalacker (Beth); and his grandchildren, Jackson, Rylan, Finley Carter, Samatha Therme, AJ, Kaden, Vincent, Lauren, Sebastian, Connor Flynn, Jack (Merritt), Luke (Sydney), Hank and Kate Thalacker.
