He was predeceased by: his parents, McKinley Milligan and Elsie Milligan (Wertz); his daughter Lori Powell Seivert; his grandson Brady Smith; and his siblings, Mildred Peterson, Doyle and Delmar Milligan.

He is survived by: his wife Marlene Watson of Cedar Rapids; his children, Steve, Jody Milligan of Wister, OK, Sheri of Swisher, Jim Smith of Swisher, Cindy of Swisher and Mark Espe of Swisher; his grandchildren, Aricca Smith (Brian Heacock), Trevor Powell (Katie), Spencer Powell (Ashley), Courtney Lamb, Casey Cooper (Nathan) and Ryan Espe; and his great grandchildren, Kaylee, Ashlyn, Kharington, Emmalyn, Landon, Emerson, Adelyn and Autumn.

Memorials may be directed to the church or Matthew 25.
