She was predeceased by: her parents, Terry E. Lowe and Velma G. Lowe (Nandell); and her siblings, Eugene, Lee, Ronald Lowe and Janet Clevenger.

She is survived by: her pet Bo; her husband Dick Manning; her children, Craig Manning (Cindy Lowey) of Ft. Walton Beach, Florida, Kevin Manning (Matt Fogo) of Lexington, Virginia and Gina Burke (Tim) of Ryan, Iowa; and her siblings, Jack Lowe (Ruth), Roger Lowe (Shirley), Tom Lowe (Sandy), Doug Lowe (Laurie), Carol Allard (Rick), Nancy Suchomel (Larry) and Delores Musel (Walter). She is also survived by eight grandchildren; and seven great-grandchildren.

In lieu of flowers, memorials in Judy's name may be made to the Hall-Perrine Cancer Center.
