He was predeceased by: his parents, Leland Phelps and Vivian Phelps (Brandenburg); and his siblings, David and Stella. He is survived by: his children, Jasmine Reed (Dondi) of Dubuque, Luke Phelps of Colesburg and Jake Phelps (Victoria Moll) of Colesburg; his siblings, Duwane Phelps (Alice) of Colesburg and Karen Jaster (Charles) of Elkader; his aunts, Janet Phelps of Edgewood and Lila Bushaw of Florida; and his close friend Jeff Kriesler of Garber. He is also survived by six grandchildren; one great-granddaughter.
