He is survived by: his former wife Joyce L. Foor; his children, Jason Payne (Kristen) of Columbus Junction, Joshua Payne (Vanessa) of Dubuque, Scott Payne of Muscatine, Evonne Avesing of Columbus City, Randy Rupe (Darla) of Muscatine and Mike Rupe (Star) of Janesville; his grandchildren, Madelyn, Tenley, Shane, Sara, Mackenzie, Carlie and Jace; his great grandchildren, Max, Kason and Sawyer; and his sisters, Judy Barnhart (Jim) of Muscatine and Beverly Strouse (Merle) of St. Louis, MO..

A memorial fund has been established at the funeral home in memory of Bill.
