He was predeceased by : his parents, Harlan and Mildred (Weldon); his wife Gay Lee Baxter; and his siblings-in-law, Jan Baxter and John Kannedy.

He is survived by : his sons, Scot Baxter (Dani) of McClelland, IA and Todd Baxter (Brandy) of Perry, MI; his siblings, Jerry Baxter of Council Bluffs, IA and Judy Kannedy of Council Bluffs, IA; his grandchildren, Zach Baxter (Emily), Andrew Baxter, Madison Baxter, Alyssa Baxter, Caitlynn Baxter, Daelynn Baxter and Bryce Baxter; and his great grandchildren, Bronson Baxter and Landry Baxter.
