He was predeceased by: his parents, Charles "Elmer" Dugan and Bernice M. Dugan (Powers); and his brother Steve Dugan. He is survived by: his significant other Dixie Korch; his daughters, Lori Garrow (Russ) of Davenport, Kelly Dugan (Justin Croxton) of Davenport and Jennifer (Blaine); his grandchildren, Landon Dugan, Haley Raymond, Carson, Grant and Ehma Bell; his great grandchild Noah Davis; and his siblings, Linda Pierce (Charlie), Jeff Dugan, LeClaire and Jamie Dugan (Shelly).
In lieu of flowers, memorials may be made to the Stead Family Children's Hospital.
