He was predeceased by : his parents, Delbert Lee, Jr. and Dorothy Maxine Kemper (Stowe); and his children, Jessica Lee and Lucas Richard. He is survived by : his wife Mindy Jane Wilcox; his daughter Holly Conlee (Rob) of Ankeny; his grandchildren, Nicholas and Caitlyn Conlee; his son Shawn Kemper (Erica) of West Point; his grandchildren, Kyle, Kaiden and Arabel Kemper; his son Shane Kemper of West Point; his grandchildren, Hailey, Ronin and Abrahm Kemper; his daughter Katelynn Snook (David) of Donnellson; his grandchildren, Abby Snook, Alayna Figert, Reagan Figert and Ethan Snook; and his siblings, Kevin Kemper (Val) of Mt. Pleasant, Leea Brown (Joe) of Mt. Pleasant, Angie Haley (John) of Mt. Pleasant and Cheryl Elmore (Kevin) of Mt. Pleasant, Iowa.. He is also survived by several nieces and nephews.
A memorial has been established in his memory for the Tri State Gun Club for gun safety training.
