She was predeceased by: her parents, Edward C. Judkins and Elsie Judkins (Armstrong); her husband James "Gary" Foley; her siblings, Rob, Glen, Phil, Frank Judkins and Helen Bradley; her in-laws, Jim and Anita Foley; and her brother-in-law Ron Foley.

She is survived by: her children, Gregory Foley of Dubuque, Lisa Thormann of Dubuque and Amy Foley of Dubuque; her grandchildren, Jack Foley (Jasper), Seamus Foley (Addie Thrower), Molly Foley (El Taverna), Nate Thormann (Ava) and Luke Thormann (Jenna Gross); her great grandchild Jonah Thormann; her siblings-in-law, Barb Foley, Kathy Kilpatrick (Dan), Dan Foley (Linda), Mary Foley and Pam Cruse (Dan); her close friend Sharon Donohoo; and her children-in-law, Lorie Foley and Richard Thormann.

Visitation will be held on Monday, November 10th 2025 from 9:00 AM to 10:30 AM at the Hoffmann Schneider & Kitchen Funeral Home & Crematory (3860 Asbury Rd, Dubuque, IA 52002). A funeral service will be held on Monday, November 10th 2025 at 11:00 AM at the St. Anthony Catholic Church (1870 St Ambrose St, Dubuque, IA 52001).

In lieu of flowers, a memorial has been established.
