She was predeceased by: her husband Francis "Frannie" Apel; her parents, Sylvester Steger and Rosalia Steger (Quint); her son Kevin Apel; her siblings, Donald, Vernon, Paul Steger and Rosemary Schmitz; her son-in-law Tom Hiatt; her parents-in-law, Angeline and Francis Apel; and her sisters-in-law, Janaan Eudaley and Norma Beam.
She is survived by: her children, Carla Hiatt of East Dubuque, Francis Apel (Judy) of Stoughton, Wis, Jeff Apel (Cindy) of East Dubuque and Steve Apel (Pernilla) of Vinton, Iowa; her grandchildren, Lisa LeConte, Jennifer Graham (Bill), Jeff Hiatt (Cassie), Kurtis Hiatt (Danny Schmidt), O. P., Thomas Apel, Rebekah Apel, Benjamin Apel, Joe Apel, Wade Grimsford (Christina), Matt Apel (Paige), Brandon Apel (Hannah Johnson) and Derek Apel; her great grandchildren, Clara LeConte, Anna Graham, William Graham, Miles Hiatt, Mila Hiatt, Theo Hiatt and Esther Hiatt Schmidt; her close friend Nellie Splinter; her siblings-in-law, Diane Post, Darlene Steger, Celie Steger, Patti Steger and Eugene Schmitz; and her caregivers, Ann and Dr. Khan.
Visitation was held on Friday, May 15th 2026 from 9:00 AM to 10:30 AM at the Church of the Nativity (1224 Alta Vista St, Dubuque, IA 52001). A Mass of Christian burial was held on Friday, May 15th 2026 at 10:30 AM at the same location.
In lieu of flowers, donations may be made to the Dubuque Humane Society, honoring Norma's love of dogs—especially the injured or retired greyhounds she adopted from the racing park.
