He was predeceased by: his parents, Otto Phelps and Elsie Phelps (Harbaugh); his sister Marilyn; and his brother-in-law Don Mellody. He is survived by: his wife Ellen Phelps; his sister Carolyn Mellody; and his nieces and nephews, Elizabeth Cassman, Dixie Bradley (Terry), Sarah Bellings (Ben), Jennifer Quint (Jerry), Michelle Klotzbach (Mike), Gary Kuhn and Shawn (Melissa Schrader).

A memorial service will be held on Saturday, October 31st 2026 at 1:30 PM at the Colesburg Methodist Church.
