He was predeceased by: his parents, Waymond B. Powers and Veletta Irene Powers (Cline); his brothers, Arvin Dale Powers and Loren Marcell Powers; his in-laws, D. W. and Vera Lacy; his grandson Jesse Daniel Walker; and his great grandchild Brayden Patrick Donovan.

He is survived by: his wife Verla Powers (Lacy); his daughter Coleen (Don); and his grandchildren, Jennifer Walker, Johnathan Walker, Joshua Walker (Danielle), Jacob Walker (Nicole), Joanna Rusch (Aaron), Kyle Donovan (Kristi), Sean Donovan, Megan Fuller (Brad Poremba), Kathryn Powers, Robert Powers (Kelley), Michael Powers and Benjamin Powers.

To honor Elvin's life, the family welcomes memorial donations to Valley Shepherd Church of the Nazarene.
