He is survived by: his wife Carol Jean Waters; his children, Tesha Jean Wrotenbery and Scott Philip Waters; his children-in-law, Scot Wrotenbery and Jennifer Waters; his grandchildren, Blake, Jessica Wrotenbery, Camille, Tucker Price, Chelsea Wrotenbery, Amber, Brad Vonwelser, Beau Courser, Brooklyn Waters and Kayden Waters; and his great grandchildren, Rylee Wrotenbery, Everly Price, Abbigail Courser, Ashton Courser, Audrina Vonwelser and Carrington Vonwelser.
In lieu of flowers, the family kindly requests donations be made to a veterans' charity of your choice, in memory of Phil's service and enduring spirit.
