We are sad to announce that, on September 3, 2022, at the age of 90, Lucy Houck of Belleville, Illinois passed away. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, Stephen Neff and Mary Neff; and her siblings, Eleanor, Helen, Joann, Leroy, James, Stephen, Jr., David and Robert.

She is survived by: her former husband Col. Robert Houck; her siblings, Marilyn Lucido of St. Charles, MO, Carol Myers of Tipp City, OH, Joe Neff of Indianapolis, IN and Jack Neff of Belleville, IL; her former husband Charles E. Rutledge of Belleville, IL.; and her sons, Chuck (Joy), Mark (Kevan), Larry (Beth) and John Rutledge (Stacy). She is also survived by 13 grandchildren; several great-grandchildren; nieces and nephews.
