He was loved and cherished by many people including: his children, Sally Frank Hill, Janie Frank of Bloomington and Don "Chip" Frank (Deborah) of Bloomington; his grandchildren, Katie, Brian, Billy, Casey and Olivia; and his fathers, Capen Frank Proctor and Bowles. He was also cherished by 6 great grandchildren.
