He was predeceased by: his parents, Charles Edward "Chod" Neal and Lorraine Roan Neal; his wife Bobbie Ann Neal; his daughter Melinda Neal; his stepdaughter Susan "Susie" Bond; and his nephew Rusty Stewart.
He is survived by: his children, Billy Neal, Christopher Neal and Melissa Neal; his stepchildren, Elizabeth Blount (Joseph), Billy Phillips and Floyd Phillips; and his siblings, Dave Neal and Diane Lawrence (Charles). He is also survived by numerous nieces and nephews; and many extended family members and friends.
