He was predeceased by : his parents, William Payne and Mary Payne (Clemens). He is survived by : his wife Joyce A. Birdsell; his children, Jeff Payne (Darlene) of East Peoria, Jaris Scherer (Brian) of Chillicothe and Joe Payne of Chillicothe; his grandchildren, Aaron Payne (Meuy), Hannah Canales (Steve) and Zachary Scherer; and his siblings, Marlene Kent of Chillicothe, Sandy Dunn of Texas, Nancy Wilson of Peoria and Tom Payne (Nancy) of Lacon. He is also survived by many nieces and nephews.

Memorials in his name may be made to the Chillicothe Community Fire Protection District.
