He was predeceased by: his mother Mattie Phipps; his significant other Betty Phipps (Roman); his son-in-law Jeff Caldwell; his sister Patsy Joe Webb (Phipps); and his father Melvin Phipps.
He is survived by: his children, Teri Mitchell (Wayne), Dale Phipps (Tommie Shadden) and Tamara Parkinson (Mark). He is also survived by 7 grandchildren, several great-grandchildren and blessed by a few great-great grandchildren.
In lieu of flowers, donations may be made to the Silvis Parks and Recreation Board.
