He was predeceased by: his parents, Louis Carter and Ruth Carter (Maple); his son Vernon Louis "Tiger" Carter; and his brothers-in-law, Frosty Dunmyer and Rick Taylor.

He is survived by: his spouse Christy Dunmyer; his granddaughters, Anna Carter of Du Quoin and Bethany Carter of Du Quoin; and his siblings-in-law, John Dunmyer (Rita) of Du Quoin, Teddy Baker (Richard) of Du Quoin and Mary Dunmyer of Du Quoin. He is also survived by numerous nieces, nephews and cousins.
