He was predeceased by: his parents, Owen M. Phelps (Mulvaney) and Adrian Phelps; and his in-laws, Harold and Frieda Redicks. He is survived by: his wife Connie L. Redicks; his daughters, Tracy Kollman (Jordan) of Charleston, IL, Erin Lawler (William) of Sigel, IL and Ashley Jansen (Dan) of Sigel, IL; his siblings, Christine Casto (Dave) of Supply, NC and Jeffrey Phelps (Lisa) of Clarksville, TN; his grandchildren, Olivia Lawler (Alex), Sophia, Charles, Audrey and Katherine Jansen; and his great grandchild Violet Cook.

Visitation will be held on Wednesday, November 4th 2026 from 9:00 AM to 11:00 AM at the Howe & Yockey Funeral Home (415 N Broadway St, Shelbyville, IL 62565). A funeral service will be held on Wednesday, November 4th 2026 at 11:00 AM at the same location. A burial will be held on Wednesday, November 4th 2026 at the Glenwood Cemetery (308 E North 6th St, Shelbyville, IL 62565).
