He was predeceased by: his parents, Ralph Carter and Vera Carter; and his brothers, Gary Carter, Don Carter and Ray Carter.
He is survived by: his wife Donna Carter; his children, Tami Collett (James) and Pearl Kilthau (Justin); his stepchildren, Rachel Birdnow (Paul) and Derrek Woolsey; and his siblings, Kenneth Carter and Pat Daughtry. He is also survived by 13 grandchildren, 7 great-grandchildren, nieces, nephews, and many loving friends.
Visitation will be held on Monday, August 4th 2025 from 9:00 AM to 1:00 PM at the Kassly-Meridith Funeral Home (515 Vandalia St, Collinsville, IL 62234). A funeral service will be held on Monday, August 4th 2025 from 1:00 PM to 2:00 PM at the same location. A graveside service will be held on Monday, August 4th 2025 from 2:00 PM to 3:00 PM at the Lake View Funeral Home & Memorial Gardens (5000 N Illinois St, Fairview Heights, IL 62208).
