He was loved and cherished by many people including: his parents, Elmer Bowers Phelps and Norma Jean Phelps (Vaughn); his children, Jenny Phelps, David Phelps and Keith "Skippy" Phelps; his siblings, Barbara Tribe of East Peoria, Douglas Phelps of Spokane, Washington, Clayton Phelps (Jessika Siregar) of Glasford and Lenord Phelps of East Peoria; and his stepsiblings, Melinda Stewart Ledbetter (Jack Sydney) of East Peoria, Daniel "Dan" Stewart (Donna) of East Peoria and Randall "Randy" Stewart (Bonnie) of Saybrook.
