He was predeceased by : his parents, Alvert Skinner and Katie; his son Philip "Randy" Skinner; his siblings, Bonnie Riggs and Claudius Wayne Skinner; and his grandson Matthew R. Marquart.

He is survived by : his wife Bernice Skinner of Washington; his children, Robert D. Skinner Jr. (Beth) of Myrtle Beach, SC, Patricia Mintert (Rick) of Wood River, IL and Peggy Marquart (Chris) of Washington; his grandchildren, Heather Sugg (Sean Flottmann), Kayla Mintert (Lori Massander), Jon Mintert, Sara Ciaccio (Dom), Samuel Dunham (Addie Flyte), Benjamin Dunham (Jessica Middleton), Christopher Marquart and Jordan Marquart; and his great grandchildren, Ava Flottmann, Jack and Luca Ciaccio. He is also survived by other relatives and friends.

Memorial donations can be made to the Alzheimers Association.
