He was loved and cherished by many people including: his parents, Walter Milligan and Mildred Pervis Milligan; his wife Linda Smock Milligan; his children, David Jr. and Erin Melissa Milligan; and his siblings, Jim Milligan, Bill Milligan, Lloyd Milligan, Danny Milligan, Georgia Coulter, Betty Clover, Ruth Bang and George Milligan.
