She is survived by: her siblings, Elaine, Evelyn and Bernard; her husband Pete; her sons, Brad Windsor (Bonnie) and Jeff Windsor (Shari); her grandsons, John "Chip" Windsor, Pete, Casey Berry and Matt Windsor (Mallory); and her great grandchildren, Wyatt, Benjamin and Lucas.
Memorial donations may be made in Shelby's name to T.A.P.S. in Pekin.
