He was predeceased by: his mother Bernice Caroline Bills (Popp); his wife Pamela Jean Kozlowski; his father Eldon Bills; and his siblings, Deborah Cope, Cheryl McIntire and Dougie.
He is survived by: his son Charles Bills of Bremerton, WA; his siblings, Karen Bills See of Kalamazoo, MI, Dennis Bills (Nancy) of Danville, IL and Richard Bills (Suzette Fuller-Bills) of Cary, IL; his brothers-in-law, Robert McIntire and Dwayne Cope; and his grandchildren, Finleigh Ann Bills and Macauley Shae Bills. He is also survived by several nieces and nephews.
