He was predeceased by: his parents, Kenneth Hale and Elnora A. Otey (Anderson); and his siblings-in-law, Robert Lowell and Karen Eairheart. He is survived by: his wife Jan Otey of Marion; his son David Lowell Otey of Belleville, IL; his grandchildren, Keira Otey, Kylie Otey and Gavin Scott; his siblings-in-law, Vicki and Thomas Mann of Johnston City, IL; and his nieces and nephews, Trisha Butler, Brain Eairheart, Sarah Behm (Greg), Richelle Ghibaudy (Joseph), Ashley Mann and Russell Mann (Lisa). He is also survived by several great-nieces, great-nephews, cousins, other extended family members and many friends.
For those who prefer, the family suggests memorial contributions be made to the "American Heart Association" or the "American Cancer Society.".
