He was predeceased by: his parents, Lester Vantile and Alice Mae Phillips (Fisher); his siblings, Wanda Evans, Betty Faranda and Marvin Phillips; and his grandson Bryan Phillips.
He is survived by: his wife Robyn Weimer; his children, Patrick Phillips (Kimberly), Milan, Brian Phillips (Denise), Jackie Juarez (Fernando), Teddy Hines, Davenport and Bobby Hines; and his sister Debbie Wade (Carl). He is also survived by 16 grandchildren.
Memorials may be made to the Rock Island Conservation Club.
