She was predeceased by: her parents, Vernon Minter and Daisy Minter; her former husband Robert "Bob" Blackford; her husband Robert Wilkes; and her stepmother Jewel Minter.
She is survived by: her sons, Greg Blackford (Angie) of Mount Vernon and Devin Wilkes of Mount Vernon; her grandchildren, Clay Blackford (Ashley), Logan Blackford (Katie Phillips) and Dylan Blackford (Emily); her great grandchildren, Hayden and Parker Blackford; her sister Verna Locke (Gary); and her sibling's children, Mike Locke (Amanda), Marcus Locke and Jennifer Dobson (Brad).
Visitation will be held on Saturday, December 13th 2025 from 11:00 AM to 1:00 PM at the Hughey Funeral Home (1314 Main St, Mt Vernon, IL 62864). A funeral service will be held on Saturday, December 13th 2025 at 1:00 PM at the same location.
Memorials may be made in Joan's honor to the Alzheimer's Association.
