He was predeceased by: his parents, Charles Talbert and Mary Alice Foley (Powers). He is survived by: his siblings, Charles Talburt "Tal" Foley III (Mercedez) of Marshall, Illinois, Mary Kathryn "Katie" Ingram (Gary) of Brocton and Barbara Rae "Barbie" Sinclair (Bob) of Paris; his fiancée Cheryl Clark of Paris; and his pet Mollie. He is also survived by several nieces and nephews.
For those who wish, the family suggests that memorials be made to the Eastern Illinois University Foundation, to be used toward a scholarship in J.C.'s name.
