She is survived by: her mother Carol Smith of Peoria, IL; her siblings, Brad Smith (Lisa) of Las Vegas, NV, Candy Smith (Tom Hiett) of Monmouth, IL and Wendy Monahan (Mike) of Peoria, IL; and her uncle Roger Waggoner (May) of Lafayette, LA. She is also survived by nieces and nephews, 12 adorable great-nieces and nephews.

In 2013 she was diagnosed with early-onset Alzheimer's Disease.

“I was in Penny's high school class and knew her then. We met up in late 1979 in an elevator of a bank building in Minneapolis as we were both working in the building. I saw her in 1981 when she was working for six months in Vienna and I was backpacking with a friend. We had a great walk in the Vienna woods. She is remembered for her kindness and her wonderful smile. My sympathies to her family and friends for your loss. Rita Ormsby, Brooklyn, NY”
