It is with great sadness that we announce the death of JoAnn Allen of Rockford, Illinois, born in San Francisco, California, who passed away on July 15, 2023, at the age of 79, leaving to mourn family and friends. She was loved and cherished by many people including: her parents, Arthur T. Norman and Janet Mann Norman; her husband Charles "Vic" Allen; her children, Lisa Pass (Dan) and Corey Allen; her grandchildren, Alexis, Mackenzie and Christopher; her sister Janette Bowker; and her brother-in-law Allen Bowker.
