She was predeceased by: her mother Elda Elizabeth Saylor (Kleinschmidt); her husband Harry K. McDowell; her father John Saylor; her siblings, Merita Tweddell, Bonnie Kinison, Joan McCall and Wilbur Saylor; and her son-in-law Jeff Belcher.

She is survived by: her daughters, Vickie Strange (Mike) of Springfield and Debra Belcher; her grandchildren, Jason York of Kodak, Derek York of Springfield, Kristi Koch (Jason) of Dix and Kasei Kuhns (Jason) of Salem, Illinois; her great grandchildren, Jacob Koch (Brianna), Kaleb Koch (Hannah), Krue Koch, Ella York, Dylan Kuhns and Laney Kuhns; and her sister-in-law Tana Saylor of Springfield, Illinois. She is also survived by many nieces, nephews, extended family, and friends.

Memorials may be made in Joyce's honor to Trinity Lutheran Church in Centralia.
