He is survived by: his mother Juanita Carter Sr. (Villarreal) of Streator; his children, Krystal Cook of Streator, Destyna Carter of Texas and Frank Carter Jr. of Texas; his stepdaughter Alicia Escobedo (Sarah Scarbeary) of Streator; his grandchildren, Kylie, Davin, Kiera and Kingston; his father John Carter Sr. (Edna) of Normal; and his brothers, John Carter Jr. of Streator and David Carter (Mary) of Streator. He is also survived by several nieces and nephews.
