He is survived by: his wife Linda Evans; his sons, Shawn of Washington and Mark Moss of Washington; his brother Gary C. Moss (Judi) of Las Vegas, NV; his nieces, Valerie Whitlow, Jennifer Schey and Kristin Thorell; and his nephew Gary Moss.
In lieu of flowers, memorial contributions may be made to the Washington 12th Man Organization for a scholarship in Phil's name or OSF St. Francis Foundation-Neo-Natal Intensive Care Unit.
