He was predeceased by: his parents, Mary Rita and Jim Phelan; his children, Margaret and Joseph; his brother Jerry Phelan; his sister-in-law Vicky Phelan; and his niece Theresa Osburn.
He is survived by: his wife Lynne Gast; his children, Mike Phelan (Cindy), Margie Phelan (Eric Foerster), Julie Molidor (Jim), Kevin Phelan (Tara) and Brian Phelan (Amilyn); his grandchildren, James, Toby and Maggie; and his siblings, Bill Phelan (Georgia), Mary Lappe (Mike) and Ed Phelan (Judy). He is also survived by several nieces and nephews.
