He was predeceased by : his parents, Walton A. Carter Sr. and Minnie Fay Carter; and his siblings, Carl, Glenn, CJ, Bess Busberg and Ruth Smith.

He is survived by : his wife Ruth Halliburton; his daughters, Teresa Miller and Kathleen Atkins; his grandchildren, Kinsley Elsten (Josh), Abbiel McDowell (Tyler) and Quinn Miller; his great grandchildren, Irelann and Walker McDowell; and his sister Margaret Fleming of Abingdon, VA..

Visitation was held on Friday, April 12th 2024 from 4:00 PM to 7:00 PM at the Loose Funeral Homes & Crematory (200 W 53rd St, Anderson, IN 46013). A graveside service was held on Saturday, April 13th 2024 at 10:30 AM at the Anderson Memorial Park (Anderson, IN 46013).

The family asks that any memorial donations be made to the Alzheimer's Foundation of America.
