He is survived by: his wife Julie Harper (Boyer); his children, William R. II Harper (Sandra) of Covington, Eric Harper of Modesto and Samantha Casper (Matthew) of Georgetown; and his grandson Christopher Harper of Modesto, CA.
In Lieu of flowers, memorials may be made in Bill's name to the activities fund at The Waters of Covington.
