He was predeceased by: his parents, Howard Carter and Lula Belle Carter (Losh); and his brother Dean Carter. He is survived by: his children, Andrew Carter, Raeanna Carter and Catherine Carter; his grandchildren, Myles Carter, Kevin Blanchard and Meyla Boose; and his siblings, Mary Northcutt, Richard Carter and Tim Carter (Debbie).
