He was predeceased by: his parents, Donald Kelly and Mabel Kelly (Lipp); his wife Billie Doris Kelly (Lickliter); his son Kevin Jay Kelly; and his siblings, Mildred Harris, Martha Hanrahan, Mary-Ann Thompson, Beverly Watkins, Sharon Terhune, Donald Kelly Jr., Gene Kelly and Max Kelly.
He is survived by: his siblings, Ronald Kelly and Glenda McAtee; and his children, Timothy Kelly (Robyn), Shannon Smith (Chuck) and Tracie Dotts (Blake). He is also survived by nieces and nephews.
